The Gulfport rule
Permits are required on all re-roofing projects. Not most. All. The single exemption is a repair of one square — a hundred square feet — or less, which the city treats as maintenance.
Beyond the permit itself, the process has specific requirements:
- Decking repair needs a permit and a nailing inspection. If any decking is replaced, a city inspection confirms the fastening before underlayment covers it. Once it is covered, it cannot be verified.
- A final inspection at completion.
- The permit card must be visible from the street for the duration of the work.
- A notarised inspection affidavit.
Urban Development is at 1410 24th Avenue, Gulfport, on 228-868-5715.
What the city expects on the roof
Gulfport's roofing requirements, built on the 2018 IRC and IBC, apply to all of the city as a high-wind area with a residential design speed of 160 mph on a three-second gust:
| Element | Requirement |
|---|---|
| Asphalt shingles | ASTM D7158 Class H |
| Shingle fastening | At least six nails each |
| Metal roofing | 26 gauge minimum |
| Layers | One only, no overlays |
| Decking nailing | 4 in at edges, 6 in in the field |
The city has been working toward adopting updated residential codes, with a council vote pending as of spring 2026, so it is worth confirming the current position at the time of your job rather than relying on a guide.
How the neighbouring towns differ
Ocean Springs requires permits on all new and re-roofing work with the same one-square exemption, and works to the 2024 IRC and IBC at the same 160 mph residential design. Building Department: 228-875-6712.
Biloxi publishes no reroof requirement on its city site. That is not the same as there being nothing to comply with, and the right move is to ring the Building Division on 228-435-6270 rather than assume either way.
The other coastal municipalities each set their own position, which is the practical reason a contractor who works this whole coast needs to know ten sets of rules rather than one.
Why it matters beyond compliance
The nailing inspection is the only point at which anyone independent confirms your decking is fastened to schedule. Skip the permit and you skip that check — on a coast where deck uplift is the failure that removes whole roof sections, that is not a formality.
And at resale, an unpermitted reroof surfaces. A buyer's surveyor or a title search turns it up, the buyer wants it resolved, and retrospective permitting on covered work is awkward at best. The permit cost is $280 to $620 including inspections. The problem it prevents is considerably more expensive.
Where it all comes from
HB 1406, passed in 2006 after Katrina, required Jackson, Harrison, Hancock, Stone and Pearl River counties to enforce the 2003 IRC and IBC wind and flood provisions, and created the Mississippi Building Codes Council. Everything above descends from that.
Common questions
Does a small repair need a permit?
Not if it is one square — a hundred square feet — or less, which Gulfport treats as maintenance. A vent boot, a patch of shingles, a flashing repair all sit comfortably under that. The moment decking is replaced, or the area exceeds a square, you are into permit territory.
My contractor says no permit is needed. Should I worry?
Yes, if it is a reroof in Gulfport, because the city's position is explicit. Either they do not work here often or they are hoping nobody checks. Either way, you are the one who owns the unpermitted roof afterwards, and it is your problem at resale rather than theirs.
What happens at the nailing inspection?
An inspector confirms the decking is fastened to the city's schedule — four inches at the edges, six inches through the field — before any underlayment covers it. It is the only independent check on the layer that matters most against uplift, which is why it cannot happen retrospectively.
How much does the permit cost and who pays?
$280 to $620 including the inspections, and it should appear as a line in your quote. A quote with no permit line means either the contractor is absorbing it or not pulling one. Ask which, and get the answer before signing.
Is it different in Biloxi or Ocean Springs?
Ocean Springs requires permits on all reroofing, same one-square exemption, under the 2024 code — 228-875-6712. Biloxi publishes nothing, so ring the Building Division on 228-435-6270. Assuming one town's rules apply in another is how unpermitted roofs happen on this coast.
