Tear-off to bare deck, because one layer is all the code here allows
A replacement on this coast is not a question of covering the old roof with a new one. Gulfport permits every reroof, allows one layer only, and wants the decking inspected before anything covers it. Done properly that is a real process, and the price reflects it.
Why the old roof comes off. Some markets still allow a second layer over the first. Gulfport does not — one roof layer only, no overlays — and that is the right rule for a 160 mph design wind speed. A layer-over hides the decking, so nobody knows whether the substrate is sound, it fastens shingles into a spongy base rather than solid wood, and it adds weight to a structure meant to resist uplift. Every job here is a full tear-off to bare deck.
What that reveals, and why your quote should say what happens next. Once the old covering is off, the decking gets inspected. On older coastal houses some of it is usually soft, particularly around penetrations, at the eaves, and anywhere a leak has been quietly working. A good quote states the price per sheet for replacement decking up front, so that when three sheets turn out to need replacing you already know the number. A quote that is silent on decking is a quote with an open end in it.
Then the permit. The city requires one on every reroof. If decking is replaced, there is a nailing inspection before the underlayment goes on — somebody from the city confirms the deck is fastened to schedule, which is four inches at the edges and six inches through the field. The permit card has to be visible from the street for the duration. There is a final inspection at the end, and a notarised inspection affidavit. Ocean Springs runs the same process under the 2024 code. We pull the permit and book the inspections; a contractor proposing to skip them is proposing that you own an unpermitted roof when you come to sell.
What goes back on. Synthetic underlayment, ice-and-water membrane in the valleys and at the penetrations, new drip edge, and then either asphalt shingles tested to ASTM D7158 Class H with six nails in every shingle, or metal at 26 gauge or heavier. Those are the code minimums for Gulfport and they are also simply what works here. Ridge venting goes on where the roof design supports it, because a hot unventilated roof space shortens shingle life considerably in this climate.
If you are replacing anyway, this is the moment to ask about FORTIFIED. The sealed deck and ring-shank nailing that the standard requires are far cheaper to do while the deck is open than ever again, and there is a grant of up to $10,000 attached to it.
What's included
Full tear-off, always
One layer only is the Gulfport rule and the right one. The deck gets seen rather than covered over.
Decking priced before the start
A per-sheet figure in the quote, so soft decking found under the old roof is a known cost rather than a negotiation.
Permit pulled, inspections booked
Including the nailing inspection before cover, the final inspection, and the card displayed where the city can see it.
Built to the 160 mph detail
Class H shingles with six nails each or 26-gauge minimum metal, ice-and-water at the valleys and penetrations, new drip edge.
Ventilation addressed
Ridge venting where the design allows, because an unvented roof space in this climate takes years off a shingle.
Cleared properly
Debris removed daily, magnet run over the drive and lawn, and nothing left in the beds for somebody to find barefoot.

Questions we get about roof replacement
Can you just go over the old roof?
No, and nobody here legally can. Gulfport allows one roof layer only, with no overlays. Beyond the rule, a layer-over on a coast with a 160 mph design wind speed is a bad idea on its own merits: it hides the decking, fastens into a soft base and adds weight to a structure built to resist being lifted.
How long does a replacement take?
Two to four days for an average single-storey house, weather permitting, plus the inspection scheduling. Two-storey, complex roofs and anything with substantial decking replacement take longer. Rain stops work and nobody should be tearing off into a forecast, so a realistic schedule here has slack in it.
What if the decking underneath is rotten?
Some usually is on an older roof, particularly around penetrations and at the eaves. That is why the per-sheet price is in the quote from the start — you see how many sheets were replaced and what each cost. Any contractor who cannot tell you that figure before starting is leaving themselves room.
What happens with the permit?
We pull it. Gulfport requires one on every reroof, the card has to be visible from the street, and if decking is replaced there is a nailing inspection before the underlayment covers it plus a final inspection at the end and a notarised affidavit. Urban Development is at 1410 24th Avenue, 228-868-5715.
Should I upgrade to FORTIFIED while you are up there?
If you are replacing anyway, it is worth a serious look. The sealed deck and ring-shank nailing are cheap to do while the deck is bare and impossible to do later without another tear-off, insurers discount for the designation, and Strengthen Mississippi Homes grants up to $10,000 toward it. The grant guide covers eligibility.
How long will a new roof last here?
An architectural shingle roof properly fastened and ventilated gives perhaps twenty to twenty-five years on this coast, which is shorter than the manufacturer's headline because of heat, UV and salt. Standing-seam metal realistically gives forty or more. Exposed-fastener metal is limited by its washers, which want attention at around fifteen years.
